On the World Map (Gummi Ship) do a normal drive to Halloween Town. NOT Monstro. If you head towards Monstro on either a warp drive, or a normal drive, he will not be there, and you will fly to Halloween town.
Onboard the gummi normaldrive to the red warp, pass it, do not go through the warpy thing, then you will eventually meet up with monstro.
Don't you have to brake in order for Monstro to get you?

Argh, that's one of the most horrible parts of the game-finding Monstro. He's never in the same spot twice, it seems, so it's always a pain in the ass to find him. It always takes me at least a couple tries. Why can't he just be where it says he is? ANyways, how I usually found him was going to the warphole, but not going in it...but sometimes that took me to atlantica, so I dunno. Experiment around in that area, you'll found him soon.
But I think enough people have given you advice, so i'll stop here.
He doesn't move around or anything, he just doesn't show up sometimes. If you really MUST find him, go to an adjecent world, then fly to the other adjecent world without using warp. Keep flying back and forth and you'll find him.
