Ok, "Leaders", go to your User CP, and look for Group Memberships on the left, and apply for the Eizon Nation Leader rank - when either BoB/Proto approves of you, then you'll have access to create threads in this forum. If you're not meant to apply but you do anyway, then you'll just be ignored and nothing happens
EDIT: BoB, Proto: seems you can do approvals in the same place in the user CP, as well as kick people out of the group if they misbehave
