I can only judge a person by what I read from them. If one such person were to use this "chat-speak", I would naturally have a poor opinion of them. However, if they were to use MOSTLY correct grammar and spelling, I would get the impression that they were an intelligent, well-spoken person.

Everybody should type regularly.
