I could have sworn I sent out a copy of the alliance PM to you, as my User CP says it was confirmed, but I sent out another copy since I was told you never received it. I hope there are no ill feelings.
I've found you have to be a bit pushy if you want to recruit citizens, but I'm sure folk will come sooner or later.
