I think Grover may have a point, but may is the key word.
There are alot of links to African American culture and the way some japanese people view it (But hey, every country has its bad apples) but it all may be a coincidence and the article the result of a very bored man/woman who needed something to attack.
Edit: Grover, continue to explain your personal hardships.

i believe its possible to interpret things in so many different ways. so much so that its possible to read racism in almost ANYTHING.
todays culture has made things like the "baa baa black sheep" nursery rhyme racist and its just political correctness gone mad...
