No, that information is outdated and it's never been true for me. Tifa always does more damage with her Premier Heart in my games when her limit break gauge keeps increasing. Give her Fury status and avoid using her limit break unless it's a boss fight or something. Keeping her limit gauge maxed = keeping the damage of her physical attacks maxed. So instead of unleashing her limit breaks, use something like Deathblow and equip her with Counter Attack materias, and she'll attack the enemies for major damage.
