Its by the boss monster in Kilika. The sign says:

I translated it from Al Bhed to English and it still didn't make sence. What does it mean?

There's also a sign in the Bikanel Desert and one on Besaid Island.
These signs form part of a puzzle, but I'll let you figure that one out
Let's just say that you'll need to translate all three signs in order to solve it.
