How can I put the limit break of Tifa Waterkick working? In that way too?

Tifa is special. She uses all available limit breaks, but only if she's set to her highest one. For example, if you have her set to the level2 limits, then she will use her level2 and level1 limit breaks (but only what she has learned), but if you have her set to level4, she'll use all of them, since you have to learn them all to get the level4 limit.

So yes, you have to set her to the proper level to get to use them.

Do you have to learn THEM ALL though? I don't think you have to learn every single one just to learn enough to get you your last level3, because I never learn all of them and still get the ultimates, especially with Cid, I'm sure I've gone from level 1 to level 3 with him

To get the first of the next level, you have to defeat enough enemies. To get the second of the level you're in, you have to use the first enough times (usually 8). The fourth (and final) is different, you have to have all of the first and second of each previous level to get the level4 limit for anybody ('cept Cait Sith, since he only has two levels, and no seconds to either level, and Vincent doesn't have any seconds either).
