I stumbled across "the disabler" in FFV and I was shocked by the resemblance between "the Disabler" and "Aeris" what do you think?

That is uncanny. A "flower girl" wearing pink...

I'm wondering, is this from Anthologies FFV? Could it possibly be a new enemy? (I haven't played the original FFV, so I wouldn't know, nor have I seen this enemy in FFV-A).

Nope, it's in the orginal as well. It's in the pheonix tower.

She's in both the Snes and Anthology version.
You can encounter her at the Phoenix Tower.
Her name in the Snes version is Chamcubia.

I never, ever saw that enemy in the Phoenix Tower... I'll have to play FFV again sometime.
Interesting likeness, especially the hair.
Could, however, just be coincidence that she resembles Ms Gainsborough.
