    I think you find the Tiger Racket at the bubble area in the sea (you get to it by using a dead pepper in Quan's Dwelling)

    Yeah, the Whale Whisker is found at Chocograph 18, Ocean. As for the Tiger Racket, I'm really not sure. Mount Gulug?

    Old Manus got it right. You find it by using a dead pepper above the bubbles at Quan's Dwelling.
