You dont have to learn it. Its not an active ability. All it does is shows the enemys stats when you target them. None of the abilitys on weapons are on the menu they just do things like that in battle.

The systems are constantly changing, they're not consistent game-to-game. In Final Fantasy X you don't learn anything from equipment, you learn EVERYTHING from the sphere grid, the equipment just gives you immediate extra abilities, so whatever they say on them, equipping it will grant you those abilities for the time it's equipped, there is no way to keep them afterward.

All abilities on weapons & armour are "mastered", but only when they are equipped.

    Eg:

    Tidus:
    Weapon:Razzmatazz
    Armour: Peaceful shield

    Weapon ability: Slowtouch, Darktouch
    Armour Ability: No Encounters

The weapon abilities will induce slow and dark status effects to enemies, but say you equip the Hrunting, with SOS Overdrive, you will stop inflicting slow and dark, and instead your overdrive gauge will increase faster at low HP. This makes it more interesting when choosing epuipment for battles.

The same applies to armour. With no encounters, you will have free rein of the area, but equip something else, and you can expect to fight battles.
