I'm guessing this is Bastok Mission 1-1, correct? I don't know what the others are. But if it is, go to the Metalworks, take the elevator up, then up a small flight of stairs I believe and the President's Office is up there. You'll give it to Naji if memory serves me correctly, who should be waiting outside the office.
