MP3 recording

Im looking for a program that I can download right away that can either:

A. Record MP3s via Microphone that has an evaluation recording time of more then a few minutes.

Or

2. Something that can take .wavs and convert them to MP3s.

If you want an all-in-one recorder, sequencer, etc. But yeah, CDex should work if you just want to record with the recorder built into Windows and convert the .wav to .mp3.
