I always thought it was pretty funny that those "wheel swords" weren't in the game, considering how prominent they are in the artwork.
There is a simple way to get this sword:
(SPOILER)
1) Buy "Threads of Fate" from your local used video game store
2) Pop it in the playstation entertainment system
3) Choose Rue
TA-DA! Now you can use the sword all you want!
... so you cant get it in ffta though... that sucks

One of the moves drops that sword on someone I believe. It takes away JP if memory serves.
That is a Bishop Move. I think it's called 'Judge Drain'. I heard that a Marche &(SPOILER)Cid only weapon is a lot like the Judge Sword.
Everyone has their talent... Mine is memorizing commercial jingles.
