Voted for Locke. Usually I don't care for the "thief" characters, (I mean treasure hunter!) but Locke had a particular brand of heroism, and was just such a great all-around character, that he snagged my vote.

Cecil, no other character has a will that drives the story forward such as Cecil, IMO. cloud may come second, but all the choices Cecil makes drives the action and the story FFIV.
