What do you want to do with your website? That's the question that really needs to be asked first.
For hosting, there's always <a href="http://www.angelfire.com">Angelfire,</a> <a href="http://www.tripod.com">Tripod,</a> and <a href="http://www.geocities.com">Geocities.</a>
If you want a free website builder that's all point and click, <a href="http://www.mozilla.org">Mozilla</a> is probably the best you're going to get. It has a Composer in it that lets you do point and click editing of web pages. There's no real advanced features, but considering its price (0$) to the price of major web development tools ($100+), it's the best you could ask for.

If you are no good with HTML, then Freewebs is a good server to use, as it has layouts and stuff, already set up for you to use.
