Toad, Silence, not enough MP. Those are the only reasons I can think of. Although, if you're a toad, you can still use Frog Song, and if you have 0MP, you can still use Goblin Punch (since it costs nothing to use).

On any enemy, but if it's an elemental attack, and the enemy has protection for that, then they'll either take half damage, no damage, or absorb it. For example, Beta is fire based, so using it on a Bomb would only heal it, since Bombs absorb fire. That being said, most (if not, all) bosses are immune to gravity attacks, and the E. Skill Laser is gravity based, so they won't work on most bosses (just FYI).
You do realize that you have to learn the enemy skills before you can use them, correct? If you haven't learned any yet than the "E.Skill" command will be gray and you won't be able to click on it.

Go to the area around the Ranch and feed a lvl 16 chocobo three gyhsal (?) greens, then use lvl 4 suicide (learned from the Mu (?) in that same area.) the chocobo will then use chocobuckle on the person who used lvl 4 suicide and run away.
