Ultimate weapons?

Hi guys av got a question 4 u i`ve got a tifa`s ultimate weapon but theres a problem every now and then it starts causin damage around the 500 s and she`s at level 60 cud some1 explain wots goin on

Tifa's damage for her Premium Heart is affected by how full her limit gauge is. When it is more full she will do more damage, and when it is empty she will do less damage.
