Actually, it's a large jiffy bag. I keep most of my postcards, envelopes etc. from EoFF'ers in it. Hair is kept in the envelope it's sent in and the envelope goes into the jiffy bag. Because this kind of stuff needs bubble-wrap protection!

to find out postage to anywhere, just take the letter to your local post office and ask your friendly neighborhood postmaster!
that's what I did when I sent BoB my hair, and it was less than $1.
