He's not talking about stupidity. He's talking about being desperate. Desperate and stupidity are 2 different things. As the saying goes, desperate people do desperate things.

In a low-rate country, you'd almost do anything for money. If a poor dad stole bread knowing he would most likely be caught, does that make him stupid? No, it makes him desperate. I'm sure a lot of people have done "stupid" things in dire straights.
