It is dropped by Brachosaur in the dino forest. It also dropped by some bird in the Phoenix Cave, but I can't remember the name.

You can also bet the Gem Box for an Economizer in the Colosseum. Although if you're a heavy magic user, you'd want both to be equipped at the same time.
The eagle's named Aquila or something, but since you'll be commiting genocide against the brachosaur race anyway to level up, I just get them there.

They do drop them. I think you can only steal ribbons from them, but I havn't managed to get anything from them.

ok, to sum up this mess:
1: BBRACHOSAUR may DROP the Economizer (Bracho is rare, and his drops are rare too)
2: STEAL from AQUILA in the Phoenix Cave (it is a rare drop, most times you'll steal a damn fenix down!)
3: Bet the GEM BOX at the COLLOSEUM (but don't do it, its quite useful)
Although the economizer is useful, it's not nesecary at all. I got through the final battle casting all the ultimas and cure3s (because I forgot that I had megalixers...) that I wanted without even having to think about tinctures. My Terra had a gem box +a gold hairpin, Celes had an offering and a Genji Glove and I had Gogo mimic Terra while my Sabin used bum rush and cured.
Ethers and such aren't so rare that you really need to worry about it, especially if you've been hording them all game. It's still nice to have, though.
Back in my days i like to hang out in Dino forest to level up my little chars. Had tons of it.
