Normally, when i tie occures the one with the most votes in the past would be eliminated. But, since this is the first round, a tiebreak poll will be done instead. How it will work is you will vote for the one you want to be eliminated out of the tied candidates. The one with the most votes in this poll is gone.

True, seeing as there are more NPCs then PCs in it, this will even the times out a bit.
