I don't know for sure, but I'd bet it's one of two things:
1. When you clean your vinyls you get a soft brush and hold it over the record as it spins. This high speed can get it done faster.
or
2. Much older records from back when they were just coming out might have been required to play at that speed.

There are actually two common kinds of vinyl discs. The large ones (LPs, 12") usually play at 33 1/3 rpm, the small ones (Single, 7") play at 45. Some vinyl discs players even have a speed setting of 78 for these rare discs that could be read at that speed.
