That is complete and utter $hite, if only for the reason those numbers are seriously distorted. An average IQ of 85? You mean to tell me, most of the population suffers from mild retardation? And an average IQ of 113... that's equally impossible.
The average IQ is 100. IQ tests are set so that this numbers remains constant. Yes, due to evolution and crap, today's 100 IQ points are worth more than yesterday's IQ points... but that's not the point.
