Even these are somewhat imperfect, because it's based, for the first one, on the population taking the SAT/ACT tests, which means that all the people who didn't are unaccounted for, and even then, we don't know how linked is the population that took the SAT test, and the population that voted. The CNN one has a similar problem by measuring the education "quality" (which means current schooled people), whic isn't exactly representative of the voting population. Note that the CNN one doesn't try to link it to votes or whatever, I'm just saying you couldn't use it for that purpose.
