I always thought the chart up top was suspect, because despite its reputation, Wisconsin consistently ranks among the more educated states, usually in the top 10.
Even these are somewhat imperfect, because it's based, for the first one, on the population taking the SAT/ACT tests, which means that all the people who didn't are unaccounted for, and even then, we don't know how linked is the population that took the SAT test, and the population that voted. Example: Iowa (this chart, scores an average "IQ calculated from SAT" of 113, but with only 5% of the population taking the SAT.

The CNN one has a similar problem by measuring the education "quality" (which means current schooled people), whic isn't exactly representative of the voting population. Note that the CNN one doesn't try to link it to votes or whatever, I'm just saying you couldn't use it for that purpose.
