You actually don't need them.
So long as you have the required items and gil, you can make it even w/o the magizine.

You can buy all of them except the 1st issue at the bookstore in the shopping center in Esthar. As for the 1st issue (the one with Lionheart, Shooting Star, ect.), you can only get it in the flashback of Laguna in Esthar. It's towards the bottom of the screen in Odine's Lab.

So we could get lionheart, shooting star . . .etc without needing weapon upgrade magazine?

This is incorrect. If you have the "Familiar" Ability (which you should. It's an ability Tonberry learns that makes more items available at shops) then the 1st issue will be available at the bookstore as well. Although, as stated here, they are not actually needed.
