Go to Hades in memoria and synth 2 pumice pieces

...or fight Ozma, he drops a Pumice (the item you learn Ark from) as a prize.

Ark can be powered up by collecting Lapis Lazuli. With 99 Lapis Lazuli Ark's attack power is 205, which is 18 points higher then Bahamut's max Attack Power.
The good thing about Bahamut though is his attack is non-elemental.
