I'm not really speaking technically, though. Traverse town was a haven, a safe place for those who had lost their worlds. Even though it was perpetually night, it was a bright place for those who had lost to the darkness.

I wish i could make better judgement to Twilight town, but we don't really have very much information on it. So we really have only names to deal with. Twilight generally represents the ending of a day, bringing in a dark place before the dawn, a new day. I'm thinking it's rather like a gatway, from one "day" to the next, or a clear purpose enshrouded into a new one, it's lines bluring.

Yes, Twilight town is indeed a lighter sort of place, but it is also currently a mystery. We don't really know enough in order to make any real assumptions.
