I expect all decent IRC servers to scan anyone - users can get infected with trojans turning their home connection into a new public proxy. If the school replies with an open proxy though, go complain to your admins for having such a crud setup, since a correctly configured one will only reply to valid clients i.e. people within the network, not externally.

Configure a proxy using any software you desire, then try connecting to WebChat, DALNet QuakeNet, or any other large IRC server. I'm not going to complain to anyone about anything. The fact of the matter is most large IRC servers are way too tight about stuff like that. Most of the people evading bans are just on dial-up or BNC anyways.
