I'd like to see examples of Tifa's lack of personality. She has large breasts because Nomura likes girls with long hair and large breasts. If you cant look past two digital boobies, that's your own shortcoming, not hers.

So because he doesnt do it with every character it doesnt matter? He's a professional, and he takes liberities where he can. He realizes what his target audience likes, and in Japan, it isnt huge boobs right now. He designed Aerith too, didnt he? Her breasts were normal size.
He probably refrains from doing so anymore because people cant focus on anything else. "omg boobz she's a hoe" and so on.
Aeris doesn't have normal sized boobs.
I think the thing about Tifa is just her clothes. It sort of puts emphasis on her boobs. Other girls might have had big boobs, but since e.g. Garnet has clothes that cover more of her body, it's harder to notice.
