You can leave a note to a member that they can read, if you want to contact them individually. Sort of like Private Messaging them, but rather Public Messaging.
Of course, some silly members like to post spam in them. Silly, silly members. Very silly indeed.

The reason is that you need to have been a member of Eyes on Final Fantasy for a specified period of time in order to post a user note.
I may be wrong, but I think this period of time is 3 months.
It's because you're a wet-behind-the-ears n00b and those mean, evil staffers saw fit to put a delay (x number of days after registration) before you could join in the spamming.
