Zelinishia, while monarchical, tends towards anarchy, in that most citizens of Zelinishia are free to do as they please, so long as it doesn't interfere with a few basic laws. However, we consider Moombas to be a delicacy, and many a noble dines upon Moombas at every opportunity.
