Everyday I wish that I could be the one, for you...
When you have a significant amount of crafting levels beyond what it takes to make a certain thing you will have a higher chance of making a +1 version of it.

That solves all your HQ questions, at my lvl i made a Cape+1 on darksday, which is accidental...i also got HQ at lvl 2 weaving on a yag necklace, which yielded 6 grass threads but that is rare. You can HQ at ANY lvl, just the higher you are, and on certain days and moon phases, it will go higher. I HQed 6 then, but now i HQ 12.
er all of em are expensive but if you have to rate em..
Most expensive: Goldsmithing, Smithing, LeatherCrafting
Middle: Clothcrafting, Alchemy, Woodworking, Boneworking
Cheap-ish: Cooking, Fishing
Least thast how i would rate it.
