Hmm, I have a problem urinating or deficating in places beside my own house in the upstairs bathroom, it's a real problem sometime and I think what I feel at other places is what you're referring to by "pee shivers" except that's all I can usually ever feel at another place, especially if someone else is in the same public bathroom as me. Very odd, very impairing.
