Since we're on FFVIII right now, I'm going to have to go with Quistis, I like her hair style quite a bit.
And if you ignore the Final Fantasies before FFVII I swear you're going to get keel-hauled.

And in retrospect out of FFVII I think Yuffie's hair was nice... but then again I seem to have a thing for females with shorter hair :rolleyes2
