Us Europieans use something called the PAL format while you use something called NTSC. You either need to buy a PAL TV or try and swap it at your local games store.
Also are you using a plug adaptor because the voltages over there (Canada) are much lower then over here.
Yes. Most of Europe uses 220V, 50Hz, North America and Japan use 110V, 60Hz. Also, TVs here (and consoles, too) use PAL, and NA/Japan use NTSC. Last, PS2 are zoned. Your Canada/USA games will be 100% useless on a non modchipped European PS2.

And while we're on that topic, regional codings suck major balls. Almost all new TVs can handle both NTSC and PAL signals anyway. The only differences between NA and EU consoles should in my opinion be the voltage transformer.
I actually feel like clearing everything up.
- In Canada, you've got 110 volts. Most, if not all of Europe is using 230 volts. Your PS2 does not get enough power unless you get a 110-to-230volt transformer.
- If you have a somewhat old TV, it will not understand the video signals it gets from the PS2. The standard TV format is North America is NTSC, while the standard TV format in Europe is PAL.
- A PAL PS2 is coded to only run PAL games. All games sold in North America is NTSC, unless they are imports. You can workaround that with a modchip though.
