Can you say it when you are free?
What it means by "disloyal" is stuff like "We have an airbase at location X."

But you can't say that when you're free (at least if you're an officer), since officers are bound by UCMJ Art. 88 (Any commissioned officer who uses contemptuous words against the [elected civillian officials] shall be punished as a court-martial may direct.)

And saying that you hate the war would probably just tell your captors that you're starting to break, and they'd probably just ramp up the "interrogation."
