It's just what I interpretted this to mean.It's also not necessarily the case that party leaders will face off in a vote. The challenge of party leader is to take more seats. Just not any of these seats:
Take MORE seats, combined with there being no vacant ones = My theory!
The rules don't say anything about whether or not leaders can/have to run for forum. I guess we'll just have to ask Election Booth.
