When you are on the floating continent after escaping Kefka, go to where you jump off onto the airship. Instead of jumping, choose to wait twice, then just sit there. Eventually Shadow will come and jump off with you. When you go into the Cave in the Veldt in the World of Ruin, you will get a Striker. Bet this at the collosseum, and Shadow will join you after the fight.
