Most countries have a constitution dude.The who point have the continent of europe making is.Is because all european countries or most of them are allies now.Some post WW2 mess that I dont wanna go into.

edit- most europeans are bilingual anyway. its not liek america because these countries are so damn close to each other.They have to pick up the neiboring country's language.
