Also, if you read all that's said about him, (SPOILER)Zemus from FFIV had his own reasons for (SPOILER)possessing Golbez and wanting to wipe out humanity. He believed that Lunarians, who had come to "Earth" long ago but had left to allow humans to advance more, were the rightful rulers of "The Blue Planet". Therefore he possessed Golbez, because he had Lunarian blood in him and also because he was more "evil" than Cecil, and had him gather the Crystals and activate the Giant of Babil to wipe out humanity and such.

Don't get me started on how many vidoegame villians before Sephiroth as a whole weren't "Evil Because They ARE Evil".
