Me and my friend have been thinking he might be from Bevelle, since in the first Jecht sphere they're leaving Bevelle and it sounds as if it's the beginning of the whole journey.

Bevelle, as far as we're told. He could have been born elsewhere (we're never told as much), but Bevelle is where Yuna was as a child, before she was taken to Besaid.
Right - Braska is from Bevelle - the heart of the Yevon movement - which is why it was such a scandal when he married an Al Bhed.
