How exactly this is evened out I am unsure. Perhaps a vote for them is worth more. For example,

Party X and its candidate, Del Murder, have 30 members.
Party Y and its candidate, repo man, have 10 members.

A vote for Del Murder is worth 1 vote, but a vote for repo is worth 3.
