Is it the same weapon?
You need Weapons Monthly magazines to be able to get the upgradable weapons.
So far, you should've got Wepons Mon Mar from the Elvoret.
But that only talks about the weapons that you already have.
Check in the status screen and see if the weapon you wanna upgrade IS the same one.
