Gilgamesh is like Ultros...runs away and lives to fight another day. I've yet to beat FFV, but Ultros outlives Kefka, so using that comparison, Gilgy could outlive Exdeath using his trixy running away tactics.

or exdeath would just kill him

Doesn't Exdeath send Gilgamesh to the void at one point? Or does that count as "void power"?

In any case... Exdeath can cast Fire3 for 9999 damage. Gilgamesh can use... the Excalipur. It's no contest.
