Ultima buster is unlocked once you have captured 5 of every fiend in spira. EVERYTHING!!!
wings of discovery can be obtained from bribing malboros and great malboros for large amounts of gil - and dark matter can be obtained by a rare drop from monster creations (original creations/species creations) or by defeating dark aeons.

Not just tonberry-- all of them.
It's really annoying when you overkill earth eater for the first time and instead of two fortune spheres you're stuck with two dark matters-_-
You can also obtain 2 Wings to Discovery every time you overkill Shinryu. Once you've leveled a bit that becomes the easiest (and cheapest) method. You can win 30 of them from the Chocobo race at Remium Temple too.
