I'd say yes. Do you remember how much damage Holy did at level 1?
I'd think Holy is the second-most powerful spell in the game?

i had noticed how much more powerful ultima is than others and thats not because ive equipped it with a white mage.i equipped it to leon when i got him and it did loads.
