Try the Black Mage Village or Burmecia. If you can't find them it might be too late to get them, but it shouldn't be yet.

Is it ever too late? Once you have the airship, you can do it whenever you want. You can get everything you need from Dali and Black Mage Village (at least you can on disc 4.. I'm actually not sure on disc 3).Originally Posted by SeeDRankLou

I wouldn't consider it cheating, as I don't think that it is inherently obvious, square very might have done this on purpose.
Also, since you can only exploit it to it's full extent very late in the game, I don't think it's really cheating.

No - the steepled hat trick is NOT cheating.....it's essential in building up your gil stash in a lv 1 ozma challenge - which I am still trying.
