It's a key item. It's the nature of key items to have one or zero actual uses.

It would be a fine joke if Tissues were key items. This is like if I said, "Mountains are not very small," and he replied with, "Heh, I don't know, I'd say oak trees are pretty tiny!!" It doesn't work.
