This is a toughie.... I can't answer this right away. I am gonna have to give it some serious thought.
Edit: Richard Simmons does have the upper hand though. After all, on a plane headed for Arizona, he slapped a passanger for making a joke about him.

Richard Simmons is more evil... and cheesier. I mean, look at those hairy pits! But Tony Little... now that is pure horror in it's own essence.
Tony Little is more buff so I bet he could take down Richard in a fight, but Richard Simmons probably has a hand full of cults to fight for him.
Not to meantion that both have a horribly annoying voice...
Not to mention that both incite people to "better" their lives through exercise... (yea right... everyone knows grease is the way to go today)
